同位素與射線裝置管理-中英對照

1 目的

 為了加強在鋼鐵股份公司（以下簡稱公司）所轄區域及所管轄的放射性同位素與射線裝置的管理，在發生放射事故時，能快速反應，及時處置，控制污染，減少損失，保障國家財產和人體健康，特制訂本程序。

2 依據

 依據《中華人民共和國安全生產法》、《中華人民共和國環境保護法》、《中華人民共和國放射性污染防治法》，《放射事故管理規定》（衛生部、公安部2001年第16號令）、《放射工作衛生防護管理辦法》（衛生部2001年17號令）的有關規定和條款。

3 定義

 3.1本預案所稱放射事故是指《放射事故管理規定》（衛生部 公安部2001年第16號令）中第三十一條：本規定中的“放射事故”是指放射性同位素丟失，被盜或者射線裝置、放射性同位素失控而導致工作人員或者公眾受到意外的、非自愿的異常照射。

3.2未達到《放射事故管理規定》標準的，作為事件按正常工作流程進行處理。

4 指揮機構及職責

4.1 指揮機構

4.1.1 放射事故應急救援領導小組

 由公司領導、安環處、設備部、開發總公司衛生處（委托）、寶江分局、運輸部等部門組成，下設防護監督、救護組、專業搶修組、交通運輸組、現場保衛組五個專業小組。

4.1.2 指揮組織

 4.1.2.1 放射事故由公司主管助理擔任總指揮、安環處主管處長、設備部主管部長擔任副總指揮。

 4.1.2.2 設備部主管部長(主管助理)、衛生處主管處長、寶江分局治安支隊支隊長（副支隊長）、運輸部主管部長(主管助理)等部門主管領導為專業小組組長。

1Objective

 In order to strengthen the radiation isotope and axial device management in related area of Baoshan Iron and Steel Co., Ltd. (hereinafter referred as Company); carry out quick response in case of radiation accident, take applicable procedure on time, control the pollution, low down the losses so as to protect the national treasure and human health as well. The following regulations are specially drawn up to deal with the problem in an appropriate way:

2 Basis

 Under the related provisions and terms of “Law of the Peoples Republic of china on Work Safety”, “Environmental Protection Law of Peoples Republic of China”, “Law of the peoples Republic of China on Prevention and Control of Radioactive Pollution”, “The management Stipulation of Radiation Accidents”(16th Order issued by Ministry of Health and Ministry of Public Security in 2001) and “Regulation for Radiation Protection”.  

3 Definition

 3.1 The radiation accident mentioned in the plan refers to the article 31 of “The management Stipulation of Radiation Accidents”(16th Order issued by Ministry of Health and Ministry of Public Security in 2001): the radiation accidents in this regulation refers to radiation isotope losing, stolen or personnel injury or public personnel suffered accident and involuntary abnormal exposure due to the out of control of radiation device and radiation isotope.  

 3.2 To dealing with the accident as normal procedure if it fails to meet the required standards of  “The management Stipulation of Radiation Accidents”

4 Command organization and responsibility

4.1 Command organization

 4.1.1 Emergency Rescue Leading Group of Radiation Accident

 It comprises five specialty group of protection supervision, rescue group, ambulance team, specialized recovery team, transportation team and field protection team subordinate to company leader, environmental security department, health department of development head office (authorized), Baojing bureau branch, and transportation department. 

4.1.2 Command organization

 4.1.2.1Company supervisor assistant served as chief commander of radiation accident, and section chief of environmental security department and secretary of equipment department as vice chief commander. 

 4.1.2.2 Secretary of equipment department (supervisor assistant), section chief of health department, security detachment chief leader of Baojiang bureau branch (vice chief leader), and transportation secretary (supervisor assistant), etc. served as specialized group leader.
