2.1許可位置

LICENCE LOCATION AND DETAILS
2.1 Licence Location
The Kuludjun Licence is located in the far northeast of Kazakhstan immediately to the south of the Russian border (Figure 1). The licence is centred on Longitude 49° 09' 15" and Latitude 83° 05' 45". Access is by a two hour drive on sealed roads from Ust-Kamenogorsk to Samarskoe which is approximately 110 kilometres to the southeast. Ust-Kamenogorsk is the capital of the Eastern Kazakhstan Region and has daily commercial flights from Almaty. The Kuludjun field camp is approximately 20 kilometres to the northwest of Samarskoe and is accessed by a dirt road which has been built by Kaskad N.
Infrastructure in the area immediately surrounding the Kuludjun Deposit is limited except for a high voltage power line which passes through the licence area. However, infrastructure is well developed closer to Ust-Kamenogorsk due to the presence of numerous gold, copper-lead-zinc, copper-lead-zinc-gold and rare earth deposits and mines. The Kuludjun Deposit is well placed to benefit from previous development in this historic mining area.
2.2 Licence Details
The Kuludjun Licence is covered by a single rectangular-shaped licence (Figure 5) bounded by the coordinates 49° 14' 13" and 83° 01' 30", 49° 14' 13" and 83° 10' 00", 49° 04' 00" and 83° 10' 00", and 49° 04' 00" and 83° 01' 30" (Appendix 2). The licence covers an area of 220 km2 and was granted by the Ministry of Energy and Mineral Resources on the 23rd of August 2006 as a six year exploration licence followed by a 14 year mining licence.
SRKES did not undertake any legal due diligence to determine if the licence is in good standing or if the required regulatory reporting has been completed. However, the following information was provided by Kaskad N:

Renewal of the exploration licence during the exploration period is subject to Kaskad N completing a staged scope of work. In this respect Kaskad N have committed USD 5.8 million over the six year period comprising USD 300,000 in year one, USD 500,000 in year two, USD one million in each of years three and four, and USD 1.5 million in each of years five and six. A significant percentage of the annual exploration expenditures will be spent on trenching, drilling and underground development.

Kaskad N must submit a' Report detailing preliminary geological fhdings and resource estimation' to the State Reserves Committee at the end of the second year. Details of resource and reserve estimates must also be submitted to the State Reserves Committee at the end of the fourth and six years for approval.
Kaskad N must pay USD 5.9 million for various social programmes. Of this USD 2.2 million has been committed for social and economic development within the local area at a rate of USD 110,000 per annum; USD 25,000 must be paid annually for occupational training of Kaskad personnel involved in the project for a total expenditure of USD 500,000 over the 20 years life of the licence; USD 1.8 million is designated for Astana City development payable in the second year of the licence. USD 1.4 million is for other social programmes and is payable from the profits of gold production.
Kaskad N paid a one-off signing fee of USD 500,000 in September 2006 (30 days after the licence was granted).
A commercial discovery bonus, taxes and royalty on production will be paid dependent upon legislation at the time. The royalty on gold is presently 2 %.
