2002年11月28日，時任上海交大學校黨委書記王宗光、校長謝繩武批示，同意成立上海交通大學海外教育學院。創辦之初，除了“交大”品牌，沒有校舍教室，沒有沿用的教材，甚至沒有現成的師資隊伍，只有一股熱情，一腔責任，一個口號：“堅持海外特色，創導終身教育，鑄就一流品牌”，以及一份執著的信念：名校，要辦名繼續教育。傳承交大百年傳統，立足人才強國戰略，面向市場需求，學院實行理事會領導下的院長負責制，交大海外學院的發展之路，是自主創新之路，可謂獨樹一幟，自創一格。
Unique Character
On November 28, 2002, Wang Zongguang, the secretary of the Party Committee and Xie Shengwu, the principal of Shanghai Jiao Tong University agreed to establish the Overseas Education College. At the very beginning, they didn’t have any teaching buildings, classrooms, textbooks, or teachers. But what they did have was an enthusiastic and responsible heart, and a slogan of “Foreign Characteristics, Lifelong Education, and First-class Brand” and a persistent belief: a prestigious school is responsible for running a prestigious continuing education. Under the centuries-old tradition of Jiao Tong University, on the basis of the strategy of strengthening the country through human resource development and facing the market demand, the College Board implemented the president responsibility system under the leadership of Board. The future of the Overseas Education College of Shanghai Jiao Tong University will be full of independent innovation and creativeness, and have its own characters.

成立之初，交大海外就立足機制創新，努力探索新型的繼續教育的管理模式。學院實行理事會領導下的院長負責制，理事來自學校有關部處院系領導，以確保學院發展始終保持正確方向和高質量辦學。學院聘請著名教育專家、學者組成專家顧問委員會，為學院的發展提供高屋建瓴的戰略指導和學術支撐。這種由交大原校院級領導和市場化人才組成的互補型領導團隊，保證辦學既遵循教育規律，又符合繼續教育面向市場。
Expert Consultants
Based on the mechanisms innovation, the Overseas College started to explore new management model right after it was founded. It adopted the president responsibility system under the leadership of Board. The directors were leaders of related departments of the university to ensure that the development of the Institute, so as to ensure the correct orientation and high quality of the institute. The college hired well-known education experts and scholars to form an expert advisory committee, which offers the college with long-term strategic guidance and academic support. The complementary leadership team formed by the original leaders of Jiao Tong University and market-oriented talents will ensure the teaching to follow the law of education and meet the market of continuing education.
管理模式
學院獨創專家顧問委員會、理事會、學院戰略發展研討會、院長辦公會四位一體的決策和管理架構，始終堅持“在大局下思考，在大局下行動”的思路，每一項舉措都充分研討、集體決策。迄今為止，學院已舉行3次專家顧問委員會會議、9次理事會會議和9次戰略發展研討會，學院內部逐步形成了完善的決策、執行、監督的“環路”以及高效的運營流程。在管理上，學院采用“全成本核算管理”的企業化運營模式，建立了“矩陣式”和“扁平化”管理架構，實行了科學的崗位責任制和績效考核制度，逐步探索出了一條“全成本、高質量、企業化機制”的新型辦學模式。
The college creates the “four-in-one” decision and management structure which integrates expert advisory committee, board of directors, college strategic development seminar and dean meeting. Adhering to the thought of "to take actions with the overall situation into consideration", we bring in every measure through adequate discussions and collective decision. So far, the college has held three expert advisory committee meetings, nine board meetings and nine strategic development seminars, and established a perfect of internal decision-making, execution and supervision “loop” as well as an efficient operation process. This college adopts a commercialized operation mode of “full cost accounting management”, and has established the “matrix” and “flat” management structure. Meanwhile, we have implemented the scientific post responsibility system and performance appraisal system, and gradually explored a new school-running model featured by full cost accounting, high quality as well as entrepreneurial mechanism.

Development strategy
Since 2003, we adhere to hold “the strategic development conference” in annual in our institute with the participants of the college leadership and management core members. We, with the foresight and banging brains together, seek the college great-leap-forward development with new ideas and measures in all directions. Strategy leads the development as well as management guides to benefits. The management model adapting to the market not only is a solid foundation for the sustainable development of the enterprise, but also injects vigor and enterprising business idea for the team.
國際交流
“堅持海外特色”是學院的辦學宗旨。八年來，學院繼續加強與海內外知名大學、行業主管機構、專業協會與組織等的交流與合作，先后接待了英國劍橋大學、美國杜克大學、西點軍校、加州州立大學、澳大利亞悉尼大學、英國國際銀行家同業公會等近百家單位代表團的來訪。學院組織學員赴美國、加拿大、英國、日本、埃及等國家的大學、企業、政府機構、行業組織進行企業管理、金融地產、文化創意等主題學習、交流和考察。與世界融合，走國際化辦學道路，已成為學院實現國際一流繼續教育目標的具體實踐。
International Communication
Our college sticks to the principle of “Focusing on oversea exchange”. In recent 8 years, the college continuously strengthened international cooperation and exchange with the famous colleges, competent departments, professional associations and organization, with receiving nearly a hundred unit deputations including Cambridge University, Duke University, West Point, California state university, University of Sydney, Guild of International Bankers, etc. Our college organized trainee to learn, exchange and study Enterprise Management, Financial Estate, Cultural and Creative industries with oversea university, enterprises, government institutions and trade organizations of United State, Canada, Britain, Japan, Egypt, etc. So as to integrate with world and walk in international road has already become the concrete practice aiming on top international continuing education.

Strategic cooperation
The college introduces high quality educational resources at home and abroad, which aimed at providing high level continuing education services including the latest education achievement domestically and overseas to the society. The college has a number of world-renowned partners all over the world. Until now, the college has built partnership with Pennsylvania State University in US, University of Toronto in Canada, and other famous universities in the world. Besides the overseas universities, the college also cooperates with famous professional organizations and guilds at home and abroad to develop the high quality and international educational training programs. The overseas cooperative institution includes Guild of International Bankers, International Public Management Association of Human Resources, American Society for Training and Development, Golf Course Superintendents Association of America, and Institute of Financial Accountants, etc.
